Eco-industrial parks in Ukraine: practical implementation of the DSTU 9328:2025, guidelines and preparation for certification

As part of the project ‘Eco-Industrial Parks Programme II – National Implementation in Ukraine’ (GEIPP II – Ukraine), which forms part of the Global Eco-Industrial Parks Programme and is implemented by the United Nations Industrial Development Organisation (UNIDO) with the support of the Ministry of Economy, Environment and Agriculture of Ukraine and funded by the Swiss Government through the State Secretariat for Economic Affairs (SECO), the following methodological guidelines have been developed:

  • Guidelines for assessing compliance with the requirements of standard DSTU 9328:2025 ‘Eco-industrial parks. Sustainability criteria and assessment method’ (for conformity assessment bodies);
  • Guidelines for the implementation of the DSTU 9328:2025 standard ‘Eco-industrial parks. Sustainability criteria and assessment method’ (for industrial parks).

In the context of the implementation in Ukraine of the DSTU 9328:2025 standard, which establishes a systematic framework for the development of industrial parks based on the principles of resource efficiency, the circular economy, good governance and the EIP model, a specialist seminar will be held for professionals involved in the assessment, management and certification of industrial parks.

Date: 22 May 2026

Time: 10:00–14:00

Format: online (Zoom) and in-person (Kyiv)

Programme

The methodological guidelines are intended to serve as a practical bridge between the provisions of the standard and actual practices at the level of the industrial park and the conformity assessment body. Their aim is to ensure a common understanding of the standard’s requirements, transparency in assessment, and proper preparation for certification, particularly with regard to the documents, data, procedures and practices that can demonstrate compliance with sustainability criteria.

A separate section will be devoted to the methodological approaches set out in the developed guidelines, in particular:

  • structuring the assessment process: from application analysis to surveillance audits;
  • building an evidence base for compliance;
  • assessing sustainability indicators and assigning rating levels;
  • documenting results and making decisions on certification.

For industrial park management companies, the seminar will provide a practical understanding of how to integrate the standard’s requirements into operational activities: from establishing a management system and organising services to setting up monitoring of environmental and social indicators.

Particular attention will be paid to preparing for voluntary certification and achieving EIP classification levels.

Following the seminar, proposals, expectations and training needs of stakeholders will be compiled for consideration during the finalisation of methodological materials and the preparation of further training on the implementation and certification of eco-industrial parks.

The seminar is aimed at:

  • management companies and initiators of industrial parks;
  • conformity assessment bodies and certification bodies;
  • auditors, experts and verifiers;
  • representatives of central and local authorities;
  • consultants in the field of sustainable development and industrial policy.

We invite you to participate – this is an opportunity to move from a formal understanding of the standard to its systematic application in assessment and management practices at the industrial park level.
