The projects of public-private partnership of the city of Kyiv for improving road safety and improvement of parking spaces were presented in Ankara (Republic of Turkey). The presentation was held during the Second Meeting of the Ukrainian-Turkish Working Group on Public-Private Partnerships.
The Director of the Department of Economics and Investments of the KCSA Nataliia Melnyk presented projects with implementation of the mechanism of public-private partnership, which is being developed in the capital.
"Modern Kyiv as the largest business metropolis of Ukraine and the center of gravity for five hundred thousand people of everyday domestic labor migrants is constantly faced with typical problems for road traffic and road safety for large cities. Therefore, projects in this area are important for the city", - said Nataliia Melnyk, Director of the Department of Economics and Investments.
"Currently preventive measures have been taken in Kyiv to prevent road traffic accidents on the city roads. But this is not enough. Safe roads are, above all, adhering to the culture of the behavior of road users", - she said.
So, now in the capital, the project of creating a system for fixing violations of traffic rules in an automatic mode is being prepared for implementation. According to preliminary estimates, its implementation will reduce the number of traffic accidents in the city by 25% by 2025, and the number of injured and killed - by 24%. Based on the analysis of the information system collected, the city authorities will be able to more effectively plan a safer and more comfortable urban environment. At the same time, the implementation of the project will contribute to reducing the human factor's impact on detecting violations of traffic rules and significantly reduce the opportunities for corruption.
In addition, the Department of Economics and Investment of the KCSA is studying an initiative that will solve the problem of organizing the parking space of the city of Kyiv. It involves the creation of land-based automatic multi-tiered parking lots, which will give the city a thousand additional parking spaces.
"The implementation of these projects will not be fast. However, the use of the mechanism of public-private partnership is beneficial for both the city and for a private partner. The decisive factor is that the investor's reimbursement for the creation of an object takes place only after the object has been put into operation and its use is beginning to be provided with the relevant services", - Nataliia Melnyk said.
She informed that the results of consultations with the UN Economic Commission for Europe with a view of developing a mechanism of public-private partnership in Kyiv and in Ukraine, in general, are working on the possibility of establishing an International Center for Competence in Public-Private Partnership at KCSA.
"The Center will specialize in disseminating excellence in e-governance, information security and accountability", - Natalia Melnyk also said, and expressed her gratitude for the support of the Ministry of Economic Development and Trade, which is a leader in the implementation of PPP mechanisms in Ukraine.
