At its meeting on 7 July 2025, the Cabinet of Ministers of Ukraine approved a new version of the Procedure for Implementing the Grants for Processing Enterprises Program. The program introduced a new area - grants to restore production capacity for processing companies affected by Russia's armed aggression. They can now receive up to UAH 16 million for the purchase, delivery and installation of equipment. The Procedure also includes additional clauses that extend the program's scope: the possibility to apply for a grant again, special conditions for companies that will purchase Ukrainian-made equipment, and others. The grant program continues to operate as one of the key instruments of the ‘Made in Ukraine’ support policy.
"Recently, the intensity of hostile attacks on Ukrainian industry has increased significantly. As a result of massive shelling and fires, Ukrainian companies lose expensive equipment that is critical to production every day. That is why we are expanding the grant program - from now on, processing companies can receive up to UAH 16 million to restore damaged facilities, with the state covering up to 80% of the costs. In addition, the new version of the Procedure provides for the possibility of repeated participation in the program and expands support for farmers and producers who choose Ukrainian equipment. These changes will allow companies to restore lost capacity, create new jobs, launch additional production lines and ensure sustainable development," said Yulia Svyrydenko, First Vice Prime Minister of Ukraine and Minister of Economy of Ukraine.
Recovery grants will be provided to micro, small and medium-sized enterprises and individual entrepreneurs operating in the processing industry who have documented the destruction or damage to their production facilities as a result of Russia's military aggression.
The maximum amount of the recovery grant is UAH 16 million (but no more than the actual losses). The grant is available on a 20/80 co-financing basis. In particular, in order to receive the maximum grant amount of UAH 16 million, the applicant's own contribution must be UAH 4 million.
The grant is available to every affected producer, regardless of the group of related parties. To apply, you must provide an extract from the Unified Register of Pre-trial Investigations and an act of damage assessment according to the methodology of the State Property Fund and the Ministry of Economy. Companies that have previously received a grant for the development or creation of a processing plant may also apply, but the total amount of grants received under this program cannot exceed UAH 16 million.
Other conditions are similar to the basic grant program for processing enterprises: recipients must create at least 5 new jobs, ensure that the grant amount is repaid in the form of taxes and unified social tax within three years (of which at least 20% is unified social tax from new jobs). The funds can only be spent on the purchase, delivery and installation of new equipment of Ukrainian or foreign manufacture.

The terms of the grant program provide for 50/50 co-financing for most businesses and 80/20 for drone manufacturers, printing companies and businesses in the frontline regions.
Application review procedure:
Step 1: Submit an application with a business plan through the Diia portal. The application is automatically sent to the bank selected by the applicant.
Step 2: Verification by the bank (tax arrears, credit history, business plan evaluation and site visit).
Step 3: The decision on the grant is made by the Ministry of Economy and the State Employment Service. Projects from frontline regions are given priority.
Step 4: Funds are allocated after the entrepreneur has paid his or her own share of co-financing.
The expected timeframe for receiving grant funds is 1-1.5 months after the end of the wave in which the application was submitted.
